Click and hold the mouse button down on the VR scenes. Drag left or right to pan in those directions. When zoomed in, you can also drag up or down.

The bar at the bottom of the tour window contains buttons for zooming in and out, and helps locate the embedded hot links are that link the panoramas to each other.

You will notice that the cursor changes as it moves over the link hot spots.
